legislation to make Bingo more efficient and cost effective for veterans and
other non-profit organizations to include a comprehensive review of the Bingo

RESOLUTION 1
FOR ACTION BY THE 2011 CONVENTION RESOLUTION COMMITTEE WITH
RECOMMENDATION TO THE DEPARTMENT CONVENTION
SUBJECT: Support
One Dollar ($1) addition to Admittance to Missouri Gaming Boats for 100% to
Veterans Commission Capitol Improvement Trust Fund
WHEREAS, Since FY 2008 (July 1, 2007 – June 30, 2008) the Veterans
Commission Capitol Improvement Trust Fund (VCCITF) has not been sufficient to
fund the Missouri Veterans Commission budget, so borrowing from the home fund
has been necessary in lieu of General Revenue (GR) to maintain Veterans
Services including the operations of the Missouri Veterans Homes System; and
WHEREAS, The VCCITF and the Homes Fund will be zero dollars
balance during FY 2012 or 2013; and
WHEREAS, If additional funding is not available it will
become necessary to begin closing beds and wings in the Missouri Veterans Homes
by September 2012 and possibly close one or more of the current Missouri
Veterans Homes during FY 2013; and
WHEREAS, The current wait list for admission to Missouri
Veterans Home is over 1,500 and if such closings are permitted to happen will
only increase the number of Veterans requiring this earned care; and
WHEREAS, If homes are closed, the State will owe the
Department of Veterans Affairs for 65% Funding of Construction, now, therefore
be it
RESOLVED, By the American Legion Department of Missouri in
Convention assembled in Jefferson City, Missouri on July 7, 8, 9 and 10, 2011
that the American Legion Department of Missouri ‘URGE” the Second Session
of the 96th General Assembly to enact Legislation's approving one
dollar ($1) addition to the admittance Fee to the Missouri Gaming Boats and
that the entire one ($1) be deposited in the Veterans Commission Capitol
Improvement Trust Fund; and, be it further
RESOLVED, That the Department Adjutant be instructed to
communicate a copy of this resolution to each member of the 96th
General Assembly, the Governor, State of Missouri, the Missouri Association of
Veterans Organizations (MAVO) and the Executive Director and Commissioners of
the Missouri Veterans Commission; and, be it further
RESOLVED, That The American Legion Department of Missouri
Legislative Committee be instructed and authorized to give this most important
matter Top Priority.

SUBJECT: 2011 Fall Conference
The State Department of Missouri 2011 Fall
Conference will be held October 22, 2011 at Jefferson City,
Missouri. The Conference will be held at the Chapter Home of Oliver
Buehrle Chapter 17 located at 5054
Monticello Road in Jefferson City, Missouri. Monticello Road is
approximately four miles South of Jefferson City off of U.S. Highway 54
on the West side. If you need any assistance, you may call the Chapter
Home at (573) 636-6515. Please call now and make reservations at hotels
in the area. Don’t wait till all the rooms are filled.
Fall Conference is for one day only. The State Finance Committee and the State Executive Committee
will both meet on Saturday, October 22st . All members are welcome and are encouraged to attend these
meetings. We need input for the following programs, Veterans Service Commission Fund, Mobil Service Van
usage, Service Officers Program, Veterans Day at Golden Corrals all over the state, Baseball Games for next
year, Internet site. As you can see we have a lot of things to talk about and important decisions to be made.
The advance registration fee will be $5.00 per person, which will include lunch prepared by members of
Chapter 17. Please send in registrations prior to October 14th so that plans can be made for food needed.
Registration forms are enclosed. If you need more, contact this office.

Presidential Proclamation--Military Spouse Appreciation Day
A PROCLAMATION
When Americans answer the call to serve in our Armed Forces, a
sacred trust is forged. Our men and women in uniform take on the duty
of protecting us all, and their spouses and families also help shoulder
this important responsibility. As we mark Military Spouse Appreciation
Day, we reaffirm our steadfast commitment to supporting and honoring the
husbands, wives, and loved ones of our Nation's service members.
At the heart of our Armed Forces, service-members' spouses keep our
military families on track. They balance family life, military life,
and their careers all while supporting other military families and
giving back to their communities. Many have served in uniform
themselves and, understanding the obligations involved, can provide
unparalleled support. They are pillars of strength in their families,
often celebrating their children's life milestones while the other
parent is away.
Military spouses also care for our wounded warriors and honor the
memory of our Nation's fallen heroes, including their own loved ones.
They impact countless lives on military bases and in schools, places of
worship, and neighborhoods across our Nation. Their contributions help
protect our freedom by strengthening our communities and our service-members.
My Administration is committed to improving opportunities and
quality of life for these brave spouses and families who know the
separation and stress of war. We are increasing service-members'
compensation as well as funding for better housing, job training,
counseling, outreach, and support for spouses and their families. We
are also expanding our ground forces to reduce the strain of repeated
deployments, and to give service-members more time with their loved ones.
There are many ways for each of us to show our appreciation for
military spouses. Working through community based organizations,
workplaces, schools, and places of worship, we can help them support
their families, establish or build a career, and address the unique
challenges they face.
I am inspired every day
by our men and women in uniform and their
families. They are America's greatest military asset, and my
Administration is committed to fulfilling our obligations to them.
Today, let us honor the spouses and families who support our
service-members and, in doing so, help defend our Nation and preserve
our
liberty.
NOW, THEREFORE, I, BARACK OBAMA, President of the United States of
America, by virtue of the authority vested in me by the Constitution and
the laws of the United States, do hereby proclaim May 7, 2010, as Military Spouse Appreciation Day. I call upon the people of the United
States to honor military spouses with appropriate ceremonies and
activities.

Pays Tribute to Flag Day and welcomes you to our
Annual Flag Retirement Ceremony

On
June 14, 1777, the Second Constitutional Congress adopted a flag
with thirteen stripes and thirteen stars to represent our Nation, one
star for each of our founding colonies. The stars were set upon a blue
field, In the words of the Congress's resolution, "representing a new
constellation" In the night sky. What was then a fledgling democracy has
flourished and expanded, as we constantly strive toward a more perfect
Union.
Through
the successes and struggles we have faced, the American flag has been
ever present. It has flown on our ships and military bases around the
world as we continue to defend liberty and democracy abroad. It has been
raised in yards and on porches across America on days of celebration,
and as a sign of our shared heritage. And it is lowered on days of
remembrance to honor fallen service members and public servants; or when
tragedy strikes and we join together In mourning. Our flag Is the mark
of one country, one people, uniting under one banner.
When
the American flag soars, so too does our Nation and the ideals It
stands for. We remain committed to defending the liberties and freedoms
It represents, and we give special thanks to the members of the Armed
Forces who wear our flag proudly.
On
Flag Day, and during National Flag Week, we celebrate the powerful
beacon of hope that our flag has become for us all, and for people
around the world. To commemorate the adoption of our flag, the
Congress, by joint resolution approved August 3, 1949, as amended (63
Stat. 492), designated June 14 of each year as "Flag Day" and requested
that the President Issue an annual proclamation calling for Its
observance and for the display of the flag of the United States on all
Federal Government buildings. The Congress also requested, by joint
resolution approved June 9, 1966, as amended (80 Stat. 194), that the
President annually issue a proclamation designating the week in which
June 14 occurs as "National Flag Week" and call upon citizens of the
United States to display the flag during that week.
NOW,
THEREFORE, I, BARACK OBAMA, President of the United States of America,
do hereby proclaim June 14, 2011, as Flag Day and the week beginning
June 12, 2011, as National Flag Week. I direct the appropriate officials
to display the flag on all Federal Government buildings during that
week, and I urge all Americans to observe Flag Day and National Flag
Week by displaying the flag. I also call upon the people of the United
States to observe with pride and all due ceremony those days from Flag
Day through Independence Day, also set aside by the Congress (89 Stat.
211), as a time to honor America, to celebrate our heritage In public
gatherings and activities, and to publicly recite the Pledge of
Allegiance to the Flag of the United States of America.
IN
WITNESS WHEREOF, I have hereunto set my hand this tenth day of June, in
the year of our Lord two thousand eleven, and of the Independence of
the United States of America the two hundred and thirty-fifth.
