RESOLUTION 1

FOR ACTION BY THE 2011 CONVENTION RESOLUTION COMMITTEE WITH RECOMMENDATION TO THE DEPARTMENT CONVENTION

SUBJECT:      Support One Dollar ($1) addition to Admittance to Missouri Gaming Boats for 100% to                        Veterans Commission Capitol Improvement Trust Fund

WHEREAS, Since FY 2008 (July 1, 2007 – June 30, 2008) the Veterans Commission Capitol Improvement Trust Fund (VCCITF) has not been sufficient to fund the Missouri Veterans Commission budget, so borrowing from the home fund has been necessary in lieu of General Revenue (GR) to maintain Veterans Services including the operations of the Missouri Veterans Homes System; and

WHEREAS, The VCCITF and the Homes Fund will be zero dollars balance during FY 2012 or 2013; and

WHEREAS, If additional funding is not available it will become necessary to begin closing beds and wings in the Missouri Veterans Homes by September 2012 and possibly close one or more of the current Missouri Veterans Homes during FY 2013; and

WHEREAS, The current wait list for admission to Missouri Veterans Home is over 1,500 and if such closings are permitted to happen will only increase the number of Veterans requiring this earned care; and

WHEREAS, If homes are closed, the State will owe the Department of Veterans Affairs for 65% Funding of Construction, now, therefore be it

RESOLVED, By the American Legion Department of Missouri in Convention assembled in Jefferson City, Missouri on July 7, 8, 9 and 10, 2011 that the American Legion Department of Missouri ‘URGE” the Second Session of the 96th General Assembly to enact Legislation's approving one dollar ($1) addition to the admittance Fee to the Missouri Gaming Boats and that the entire one ($1) be deposited in the Veterans Commission Capitol Improvement Trust Fund; and, be it further

RESOLVED, That the Department Adjutant be instructed to communicate a copy of this resolution to each member of the 96th General Assembly, the Governor, State of Missouri, the Missouri Association of Veterans Organizations (MAVO) and the Executive Director and Commissioners of the Missouri Veterans Commission; and, be it further

RESOLVED, That The American Legion Department of Missouri Legislative Committee be instructed and authorized to give this most important matter Top Priority.
